MOSCOW -- Russian sports minister Vitaly Mutko, who has come under scrutiny in Russias doping scandal and was banned from attending the Rio de Janeiro Olympics, was promoted to a deputy prime minister on Wednesday.President Vladimir Putin approved a proposal by Prime Minister Dmitry Medvedev to appoint Mutko to a deputy premiership in charge of sport, tourism and youth policies, in a decision shown by state TV.Mutkos longtime deputy minister, Pavel Kolobkov, a former gold medal-winning Olympic fencer who has represented Russia at the World Anti-Doping Agency, moves up to become the new sports minister.Mutkos elevation comes despite him having been personally accused by World Anti-Doping Agency investigator Richard McLaren of ordering the cover-up of a failed drug test by a foreign soccer player.Mutko was also denied accreditation to the Rio Olympics in August by the IOC after being named in the McLaren report. He has denied wrongdoing and suggested the report was biased against Russia.Mutkos anti-doping adviser, Nataliya Zhelanova, and one of his deputies at the sports ministry, Yuri Nagornykh, have been suspended on Putins orders since July, when McLaren accused them of helping to orchestrate cover-ups of hundreds of drug tests.Mutko becomes one of nine deputy prime ministers in Russia, a title which adds to the wide array of other posts he holds. In addition to his governmental duties, Mutko is a member of the ruling council of world soccer body FIFA, chairman of the organizing committee for the 2018 World Cup in Russia and president of the Russian soccer federation. As well as the increase in rank, Mutkos new role reportedly gives him back powers over youth affairs and tourism, which were previously under his control when they were separated from the sports ministry by Putin in a government shake-up in 2012.There have been sporadic signs of discontent among some Russian sports figures over Mutkos leadership. Last month, he survived a leadership challenge as head of the soccer federation, a non-governmental organization. Mutkos main rival accused him of using the sports ministrys authority to coerce voters at the federations conference and suggested some had been threatened with losing their jobs for failing to back Mutko.Mutko personally intervened to cover up a doping case of at least one foreign (soccer player) in the Russian League, according to email evidence obtained by the WADA inquiry led by McLaren. The report alleged an additional 11 positive tests of Russian soccer players were made to disappear in a state-sponsored doping program from late 2011 to 2015.WADAs executive board called on FIFAs independent ethics court to act against Mutko, who has been a member of the scandal-scarred soccer bodys ruling panel since 2009.Among seven key demands, WADA leaders urged FIFA leaders to look into allegations concerning football (soccer) and the role played by a member of its executive committee, Minister Vitaly Mutko. Jeet Ravals match-aggregate of 91 in a low-scorer has made him a possible solution to New Zealands opening woes, but he is a player that had piqued the selectors interest for some time, coach Mike Hesson said. One of the steadier hands in domestic cricket, Raval has averaged less than 40 in only one of the past eight first-class seasons. A correct batsman who favours the leg-side, Raval was an assured presence on debut, both with bat in hand, and in the slip cordon. For Jeet to make his debut in conditions like this where hes performed in over the last few years, was great, Hesson said. I thought his decision-making throughout was exceptional, especially around whether to leave or to defend. He stuck to his game plan - hes very disciplined and knows what that is. He was challenged over, and around the wicket. He was tested with short balls and swing. He stood up to all of them. I thought against Yasir Shah he showed he could come down the wicket, pick off his pads, and lap. He never went outside his plan even when he was challenged, which is a great sign.New Zealands other debutant, Colin de Grandhomme, had also been in the selectors sights for years. He earned his place in the Test squad after hitting a 144 not out off 147 balls, in an extraordinary chase of 373 in a first-class match, on November 1.Colin has been a talented player for a long time, but weve sort of been waiting for something to click - for him to show that hes worked out how to play at first-class level first, Hesson said. In the last six months weve seen some good signs of that, with bat and ball. It was just a matter of time really,, whether it be short-form or long-form.dddddddddddd He needed to work out his own game plan. People do mature at different stages. In this instance Colin is probably slightly a late maturer, but hes got plenty of years left in him.Though de Grandhomme himself admitted batting was his foremost suit, it was with the ball that he made the biggest impression, taking 7 for 64 in the Test, and sparking Pakistans second-day collapse which allowed New Zealand to take control of the match. New Zealand had a more experienced allrounder in James Neesham in their squad, but had surprisingly opted for de Grandhomme instead. No one thought Colin was playing a couple of days out, Hesson said. But he was presented with a surface that suited his skill set. Hes been doing that in first class cricket for years, on that type of wicket. Weve got scouts and selectors all around the country who watch a lot of cricket. The teams now head to Hamilton, where New Zealand have the opportunity to defeat Pakistan in a Test series for the first time since 1985 - though, said Hesson, the chance to alter that particular record doesnt necessarily motivate his side.Weve had a lot of series recently where if you do this, or if you do that, you could create something. Well wait and see. Weve got to enjoy the last three days which have been an incredibly good performance. Well enjoy and suck that up for a little bit. When we get to Hamilton well think about Hamilton. Both teams are scheduled to travel on Tuesday. ' ' '
