GLENDALE, Ariz. -- When the city of Glendale backed out of an arena lease deal with the Arizona Coyotes last year, it put the future of the franchise in doubt yet again.Turns out, Glendale may have done the Coyotes a favor. The Coyotes announced a proposal Monday to build a 16,000-seat arena near Arizona State Universitys main campus by 2019, a deal that would put the team in the heart of the Phoenix areas population and financial center.Someone said at the time it would be a silver lining, Coyotes President and CEO Anthony LeBlanc said of the Glendale City Councils decision. This is a gold lining. The new arena will be on a 58-acre parcel within Arizona States Athletic Facilities District, less than two miles from campus. The NHL arena will include an attached 4,000-seat multi-sport arena that would be used for Coyotes practices as well as by ASU athletics and youth hockey teams. The Coyotes agreement with developer Catellus Development Corp. sets a June 30 deadline for creating the overall budget, design and operational plan for developing the arena.Coyotes majority owner Andrew Barroway said the arena will cost around $400 million, with the team picking up about half the cost. The other half will be through public-private funding, according to LeBlanc.Lets be realistic here: These types of arenas dont happen without some kind of public-private partnership, LeBlanc said. Its an absolute requirement, but the world has shifted where teams would look for the entire bill to be covered by a governmental agency, you see a shift toward the middle of the spectrum. The Coyotes shared an arena with the NBAs Phoenix Suns after moving from Winnipeg in 1996 and moved to the Phoenix suburb of Glendale in 2003. The team had other options at the time, including Scottsdale, but the area where they are now was expected to be the growth area in Phoenix, so the franchise went with Glendale. The Coyotes time in Glendale has been tumultuous, starting with former owner Jerry Moyes taking the team into bankruptcy in 2009, leading to the franchise being operated by the NHL for four years. The Coyotes signed a 15-year, $225 million arena lease deal with the city of Glendale in 2013, but the City Council voted to terminate the lease last year. The sides agreed to a restructured lease agreement last July to keep the team in Glendale for two more seasons. The team has a lease option for next season and LeBlanc said the team is already working on extending it.Arizona had considered sites in downtown Phoenix, Scottsdale and Tempe before LeBlanc announced in June that the team had selected a then-unnamed site for its new home. One of the drawbacks of having the arena on the west side of town was that it was too difficult for fans on the east side to get to games, particularly during rush-hour traffic for weekday games. The new site will put the Coyotes on the more-populous east side of the Valley of the Sun and, they hope, lead to bigger crowds. The Coyotes annually have among the NHLs lowest attendance figures.Any business that you run, you want to make sure youre close as possible to the majority of your customers, LeBlanc said. Its just a simple, empirical fact that the majority of the people are on the east side. Thats not to say anything negative about our friends here on the west side, its just a fact that the vast majority are on the east side. The Coyotes hope to have construction begin by the end of next summer and have the arena ready for play by the 2019-20 season. There are still a few hurdles to cross -- namely the public funding side of the equation -- but Monday was a big step toward the Coyotes finding a permanent home. Its a long road to get here, but everything looks great for the Coyotes, Barroway said. For staying in Arizona. Were going to be in a place we think is the ideal location. Were going to build a world-class facility we believe our fans will be excited about and want to come to. KANSAS CITY, Mo. -- Raul Mondesi celebrates his 21st birthday Wednesday and almost certainly will be in the Kansas City Royals lineup for the season series finale against the Los Angeles Angels. The 2015 World Series champion Royals should also celebrate that they wont have to play the Angels again this year after Wednesday. They are 0-5 against the Anaheim club. The Royals won five of six last year from the Angels and swept the Angels in the 2014 ALDS, but this is a different club. The Royals want to take an extended look at Mondesi, who was their top prospect in the minors, the rest of the season.Time to bring him up, Royals manager Ned Yost said. Weve been getting spotty offensive production out of that second base spot. You know hes a tremendously rangy kid. He has tremendous range, strong arm, good athletic instincts.Entering the game Tuesday, the Royals had started three different players at second base -- Omar Infante, 38 games, Whit Merrifield, 38, and Christian Colon, 22. They had combined for a .629 on-base-plus-slugging percentage, which ranked last in the majors. They hit .247 with 20 doubles, two triples and two home runs with 29 RBI in the first 98 games. They owned a .298 on-base percentage and a .331 slugging percentage. If the Royals had not acquired Ben Zobrist at the trading deadline last July, they probably would not have won the World Series. Zobrist, however, bolted for the Chicago Cubs after the season. While Mondesi played mostly shortstop in the minors, he will play primarily second base the remainder of the season with Alcides Escobar remaining at shortstop.Hes a guy thats going to be part of our organiization for years and years to come, Yost said.dddddddddddd. Hes just beginning his tenure. We feel like hes ready and we want him to come up and get some valuable experience. The Royals will start left-hander Danny Duffy for the series finale Wednesday. Duffy has been the Royals most dependable starter lately, winning his past five decisions after starting the year in the bullpen. In his past 36 innings, he has struck out 34 and walked only four. His 8.50 strikeouts-to-walks ratio since June 27 ranks the best in the American League. The Angels will counter with right-hander Matt Shoemaker, who is 5-10 with a 3.99 ERA. He has made seven starts this season when he has allowed two runs or less without getting a win. That includes his prior start, yielding two runs on five hits and one walk with five strikeouts in a 6-2 loss at Houston.Left-hander Tyler Skaggs was impressive in his first big league start since July 31, 2014, and undergoing Tommy John surgery. He threw seven scoreless innings and allowed three singles as the Angels routed the Royals 13-0. Skaggs threw only 88 pitches, 63 for strikes. He had seven strong innings and (was) very pitch-efficient, Angels manager Mike Scioscia said. The Angels can only imagine what a healthy Skaggs would have meant to their rotation for the past 18 months. It was a long one, to say the least, Skaggs said of the rehabilitation process. There were a lot of trials and tribulations. I think its made me stronger mentally. Im looking forward to the rest of the season. ' ' '
