FIFA council member Wolfgang Niersbach, a member of FIFAs ruling council, was banned from soccer for one year on Monday in the first sanction from the investigation into Germanys 2006 World Cup bid.FIFAs ethics committee found Niersbach guilty of failing to report findings about possible unethical conduct and conflicts of interest during the bidding process.Niersbach, who was a vice president of the 2006 World Cup organizing committee in charge of media and marketing, described the punishment as inappropriate and excessive.Last year, Niersbach had been considered a possible successor to UEFA President Michel Platini before resigning as president of the German soccer federation when allegations against the bid first surfaced.Niersbach retained his elected positions on the top decision-making bodies at both FIFA and UEFA. He is the first member of the rebranded FIFA Council, which replaced the discredited executive committee in May, to be sanctioned by the ethics division. This decision hits me hard, Niersbach said. I was confident after last Thursdays hearing in Zurich that the ethics commission would not impose a ban, but that it would follow my argument that I am only to blame for a belated report on the critical payments between the 2006 World Cup organizing committee and FIFA in 2005, of which I gradually became aware in the summer of 2015, and that it would set a different punishment.I acknowledged my mistake and regretted it again.Niersbach is consulting his lawyers about whether to appeal against his ban.Swiss federal prosecutors, and German criminal and tax investigators, also have wider ongoing criminal cases into the 2006 World Cup -- a hugely successful tournament at the time which the host nation called its Summer Fairytale. The probe involves irregular seven-figure payments and contracts during the bidding process and organization of the World Cup implicating senior officials. The main FIFA ethics case focuses on former Germany great Franz Beckenbauer, who headed the World Cup organizing team and joined the FIFA executive committee in 2007; Theo Zwanziger, who replaced Beckenbauer at FIFA in 2011; Horst Schmidt, vice president of the World Cup organizing panel; and Stefan Hans, chief financial officer for the organizers. In February, an inquiry report commissioned by the federation tried to explain a complex trail of payments of 6.7 million euros ($7 million) and 10 million Swiss francs ($10 million) that linked Beckenbauer, then-FIFA president Sepp Blatter, FIFA powerbroker Mohamed bin Hammam of Qatar and Robert Louis-Dreyfus, the late former Adidas executive and part owner of Swiss marketing agency Infront. The report, by law firm Freshfields, did not rule out, but could not prove, that votes were bought when Germany beat a Nelson Mandela-supported South Africa bid in a 12-11 vote of FIFA executive committee members in 2000. BUFFALO, N.Y. -- Sabres forward Evander Kane was arrested by Buffalo police Friday, and faces numerous charges for allegedly grabbing three women by the neck, hair and arms during an altercation at a downtown bar last month. The 24-year-old Kane was handcuffed after turning himself in outside the police departments downtown booking facility. Kane was processed and released, and is scheduled to make his first court appearance on Aug. 1. He faces four counts of non-criminal harassment, one count of disorderly conduct and a count of misdemeanor trespass as a result of the altercation that happened in the early hours of June 24 -- the same day the NHLs two-day draft opened in Buffalo. The arrest was made a day after investigators informed the players lawyer of the charges and requested Kane surrender himself, Buffalo police downtown district chief Joseph Gramaglia said.Kanes lawyer Paul Cambria told The Associated Press by phone that his client denies the charges. Cambria questioned why Kane was charged with trespassing when he was invited to the bar by the establishments owner.Cambria was also surprised police handcuffed Kane outside the facility, when his client voluntarily surrendered.Obviously, it wasnt necessary, Cambria said. But we dont govern their actions.Gramaglia said it is police policy to handcuff all suspects upon entering the secure facility regardless of who they are or the charges.Gramaglia said the charges are based on allegations made by three women, who said they were grabbed by Kane inside and outside the bar. A male bar employee, who forcibly removed Kane from the establishment, also filed a complaint which led to the disorderly conduct and trespass charges, Gramaglia said.He said no one was injured. The Sabres and the NHLL both issued statements saying they are aware of Kanes arrest.dddddddddddd.The NHL said it will monitor the legal proceedings before determining whether Kane will face disciplinary action. The league added, if necessary, it could determine to have Kane directed to the NHL/NHL Players Associations behavioral health professionals for evaluation and counselling. The arrest is the latest in a string of off- and on-ice troubles for Kane, who has two years remaining on his contract. In March, prosecutors announced after a three-month investigation that Kane would not face a sexual assault charge stemming from a December incident because there was no evidence to support the allegation.Kane also ran into trouble with the Sabres, who suspended him for one game in February after he slept in and missed practice. It happened a day after pictures surfaced on social media of Kane celebrating in Toronto after attending the NBA All-Star game.Three weeks ago, Sabres general manager Tim Murray expressed concern about Kane by saying the player needs to behave better.Hes going to have to pick and choose his spots when he goes out a lot better than he does, Murray said. Whether he has done these things or not, or he is guilty of these things or not, its not something I like getting up in the morning and reading about thats for sure. The fourth player selected in the 2009 draft, Kane completed his first season in Buffalo after being acquired in a multiplayer trade with Winnipeg in February 2015. He scored 20 goals and added 15 assists in 65 games last season.---This story has been corrected to reflect altercation happened on June 24. ' ' '
